Draft Local Planning Strategy borne out of Vincent Vision 2024 to be reported to the Council

It is advised that the Draft Local Planning Strategy will be considered by the Council at its Special Meeting to be held on Tuesday 28 October 2008 at 6:00 pm in the Council Chambers on the first floor of the Administration and Civic Centre. The Draft Local Planning Strategy represents the strategic direction for the future of the Town in line with a statutory requirement to review a Town Planning Scheme every five years. In this respect, the Review of Town Planning Scheme No.1 and the associated preparation of this Local Planning Strategy has largely been guided by the community visioning project Vincent Vision 2024 which from its inception, aimed to get maximum involvement from the whole Vincent community. The primary aim of Vincent Vision 2024 was to develop a community vision to shape the future development and growth of the Town of Vincent and to establish a blueprint and community vision to guide future growth and development.

Accordingly, the community vision developed through this process set the direction for the new Town Planning Scheme and has also provided a clear picture of the community’s values, aspirations and priorities to guide the Town’s strategic direction, planning and policy into the future.

This meeting is an open Council Meeting and can be attended by members of the public. You have the opportunity to address the Council on the matter, but this is limited to a maximum of three (3) minutes. Should you wish to speak on the item, you are required to be at the meeting by 6:00 pm. A copy of the agenda, including the report of the above-mentioned item, is available for viewing from Thursday 23 October 2008 (midday) at the Council’s Administration and Civic Centre, Library, or website at www.vincent.wa.gov.au.

Media Release: 12 April, 2006 - Vincent Wins National Award

The Town of Vincent has won a community-based planning merit award at the National Awards for Planning Excellence 2006. 

The Planning Institute Australia & New Zealand Planning Institute held their Awards for Planning Excellence on the Gold Coast on 3 April.

"Not only do these awards provide leading examples of planning practise, they also demonstrate what can be achieved through innovative and creative thinking, collaboration, and commitment to a vision of vibrant and sustainable communities", said Sue Holliday, National President of the Planning Institute of Australia.

The Town of Vincent won a national merit award in the community-based planning category for its Vincent Vision 2024 project. This accolade comes on top of the three awards for Planning Excellence in the Planning Institute of Australia (WA Division) awards for their Vincent Vision 2024 project: Award for Excellence in Community Based Planning; WA President's Award; and WA Planning Minister's Award.

The judges cited the Vincent Vision 2024 project as an excellent model for community participation in the planning process. "Based on a ‘Community Visioning’ model, the Town of Vincent engaged with a wide cross section of the community and other stakeholders to develop a long term plan for the future of their community.  The judges were particularly impressed with the positive energy and genuine community focus of the applicants that came through in their presentation of the project during the judging process."

Mayor Nick Catania said, "The Town of Vincent is committed to creating a town and a community in which everyone wants to live. The visions for Vincent from our community become the building blocks upon which the Town sets its goals and priorities. We are honoured to have had our Vincent Vision 2024 project awarded in the national arena. On behalf of the Council and the Administration I would like to thank our Vincent Vision project team for their outstanding dedication and professionalism."

Councillor Helen Doran-Wu, Manager of Planning, Building & Heritage Services Des Abel and Strategic Planning Officer Helen Smith were on hand to accept the award on behalf of the Town. The National Awards ceremony was held as part of the second joint congress of the Planning Institute of Australia and New Zealand Planning Institute.

On 29 March the Town of Vincent hosted a community presentation and launch of Vincent Vision 2024 to celebrate the visions, the community's participation and to outline the findings and what will be the next stage of the project.

 

Media Release: 13 Oct, 2005 - Vincent Scoops the Prizes!

The Town of Vincent has scooped the prizes at the Planning Institute Australia (Western Australia Division) Awards for Planning Excellence which was held at the Parmelia Hilton, on 12 October 2005.

The Town of Vincent won three awards for Planning Excellence for their Vincent Vision 2024 project: Award for Excellence in Community Based Planning (Planning documents, reports, schemes or projects arising out of significant initiative or from a planned program of consultation, which demonstrates achievement of community goals); WA President's Award (Planning documents, reports, schemes or projects that demonstrate excellence in urban design - these must demonstrate design excellence, distribution of community and environmental benefits and create the possibility for continued adaptation and change); and WA Planning Minister's Award - this award is the overall winner of the State Awards (this award is determined by the Hon. Alannah MacTiernan, Minister for Planning and Infrastructure).

The Town of Vincent nominated for the Community Based Planning category and when announcing the win, the judges cited the Vincent Vision 2024 project as an excellent model for community participation in the planning process. "Based on a 'Community Visioning' model the Town of Vincent engaged with a wide cross section of the community and other stakeholders to develop a long term plan for their community's future. The judges were particularly impressed with the positive energy and genuine community focus of the applicants that came through in their presentation of the project during the judging process."

In awarding the President's prize, Simon Bain said, "The Town of Vincent's submission stood out for the quality of the project's demonstrated outcomes and the enthusiasm demonstrated by the applicants. Authentic and truly participatory community involvement in the planning process can be a difficult exercise. In giving the Presidents Award for this application I commend the Town of Vincent on the way they were able to engage with their community to try and define a vision for the future of the locality that reflected the participant's aspirations."

Town of Vincent and its Vincent Vision 2024 project will now be entered into the National Planning Awards.

Media Release: 11 Oct, 2004 - Town Centre Visioning Workshops

The Mount Hawthorn Walk of Interest was held last Saturday and drew an enthusiastic crowd of more than 30 people, including children and one dog. Walk leaders Dr Graham Seal, Director WA Folklore Archive and Deputy Director of Australian Studies in the Division of Humanities at Curtin University, and local resident and designer Tony Keene, took participants on a walk through Mt Hawthorn's history, including a look through historic Anzac Cottage which they had arranged to be opened especially for the occasion.

The walk culminated in a fascinating look behind the scenes of the New Norcia Bakery in Scarborough Beach Road. Proprietor Kingsley Sullivan took his visitors through the breadmaking process and on a trip back in time to explore the bakery's origins. No trip to the New Norcia Bakery would be complete without a tasting of the product – and Kingsley came up trumps.

The placecheck and workshop will be held this coming Saturday, 16 October. Placecheck participants will meet up at 9.15pm sharp near the Mount Hawthorn Community Centre for a 9.30am departure, returning around 11.30am. Lunch is then provided at the Mount Hawthorn Community Centre, followed by the workshop from 12.30pm to about 4.30pm.

Media Release: 22 Sept, 2004 - Placecheck Analysis, Community Workshops and Walks of Interest

Elected Members and Council officers joined forces to promote Vincent Vision 2024 at last week's Council meeting, with almost everyone (Cr Basil Franchina decided to exercise his freedom of choice!) donning the bright orange promotional shirts.

Orange was also the fashion statement on the first Walk of Interest which focused on the Leederville Town Centre. It was held on Saturday 11 September, with the Placecheck and Workshop taking place the following Saturday. About 20 people took part in the Placecheck and Workshop, but with little or no representation from business, which is regrettable. Nevertheless some good ideas were generated, and again it was noticeable how many of the things that individuals valued about their neighbourhood were common to everyone in the group.

Next up is the Mount Hawthorn Walk of Interest on Saturday 9 October and placecheck/workshop the following Saturday 16 October 2004.

The bright orange tops with the distinctive Vincent Vision 2024 logo will become a familiar sight around Vincent as the Community Visioning process progresses. They are among a range of initiatives designed to heighten awareness of the project and maintain the momentum of the Town's dialogue with the Vincent community over the next few months.

As the Town of Vincent moves into an exciting new era and is embracing the challenge of change, it is vitally important to speak to the community and share your vision of how you want to see your home, your street and your neighbourhood, over the years to 2024.

So they are undertaking a ‘Community Visioning’ project and the result will be a shared community vision which will set the direction for the Town of Vincent Town Planning Scheme and guide Council decision-making into the future.
The Town of Vincent want to hear from businesses, residents and visitors to the region, so that you can comment on what might affect you in the future and how you want to see things.

Have your say at the community workshop on Saturday 3 July 2004 from 10am to 3pm at the Town’s Administration and Civic Centre, 244 Vincent Street, Leederville.
For Vincent Vision 2024 to result in a truly shared community vision, your involvement is really important.

Steven Ames, an international expert on ‘Community Visioning’, will facilitate the workshop and has been involved with a range of ‘Community Visioning ’ projects around the globe.

“ Visioning is a process through which a community can develop a strategic vision for its future and then plans how to achieve it. It brings people together to develop a shared image of ‘where’ they want their community to be in the future,” says Steven.

Vincent Mayor Nick Catania said one of the main objectives of Vincent Vision 2024 was to provide a clear direction and basis for the Town Planning Scheme review. " To do that we need to get maximum involvement from the whole Vincent community, and by that I mean particularly those members of the community who are quite often the 'silent voices', including members of the Town's ethnic communities," said Mayor Catania. " If we can build consensus among residents, business proprietors, key stakeholders, elected members and the Town's staff on a shared vision of the path the Town should be taking into the future, we can than build a Town Planning Scheme that clearly follows that path. " It's a journey which could have wonderful outcomes, but it absolutely must be driven by the community, for the community. "

“ It is anticipated that populations of inner urban areas, like the Town of Vincent, will continue to grow for at least another 5 years and beyond. This will impact on dwelling design, size and densities, which is particularly relevant to the Town of Vincent where greater dwelling density and diversity is customary, ” says Town of Vincent Mayor Nick Catania JP.

During this period of change it is important for the community to help set the guidelines for change and this project is designed to engage and retain maximum community involvement in the Town’s Town Planning Scheme review.

This team of young people interviewed approximately 70 young people in Leederville for the Vincent Vision 2024 project. Vincent Vision2024 is set to create a community vision to guide the future development of Vincent. The AmpFest band competition, staged at the Headquarters, provided the perfect opportunity to seek the views of young visitors and local residents about the issues facing young people in Leederville and their ideas for the future.

Young people in other areas of the Town of Vincent will be asked to participate in the project in the near future, together with the wider community of Vincent, including local residents, businesses, civic and community organisations, government agencies and other interest groups.
